Rent, Mortgage and Utility Assistance Program for Flagler Residents

Flagler Cares has reopened the application process to individuals on the waiting list.  We do anticipate running out of funds quickly, so it is very important that you check your email frequently.  If you are sent an application, you must complete it accurately and quickly.

About the Program

Flagler Cares, in conjunction with the Flagler County Board of County Commissioners, is announcing the availability of assistance through Coronavirus Relief Funds from the Florida Housing Finance Corporation.   Flagler residents who have experienced a hardship or loss of income as a result of COVID-19 may be eligible for assistance with rent, mortgage and utilities.  The aim of the program is to prevent evictions and foreclosures.  Applications for assistance are processed on a first-ready, first-served basis.  We anticipate a significant number of applications and funding is limited so please apply as soon as possible if you think you are eligible.  Please note that households ONLY needing assistance with utilities will NOT be eligible unless they have received a shut off notice.


  1. Household must reside in Flagler County.

  2. Household must be negatively impacted by COVID-19.

  3. Households must not earn more than 120% of the area median income (income calculated by reported household income for next 12 months and assets).

  1. Households must be at least one-month delinquent on rent, mortgage and/or utilities for which assistance is requested.

  2. Households requesting ONLY assistance with utilties must have received a shut off notice.

  3. Currently homeless households are not required to document a COVID-19 impact.

  4. An application must be fully completed and submitted with ALL required documentation to be considered for assistance.

How to Apply

  1. You may request that an application be sent to you if/when the program reopens here A link to a full application will be emailed to you from Flagler Cares (echosign@echosign.com).  All adults (over 18) in the household must complete the required fields, sign the application, and submit the required documents.  You must have all required documents ready to upload into the application to submit.  See the full list of documents required here. 
  2. No new paper applications are being accepted at this time.  Paper applications picked up from 2561 Moody Boulevard, Suite 206, Flagler Beach, FL 32136.  To complete the paper application:
    1. Read the instructions for this application.
    2. Please type or use BLUE or BLACK ink. Do not use pencil or other colors of ink. Please write legibly. All blanks must be completed or have N/A written in.
    3. All household members 18 years of age or older must sign and date the application.
    4. Submit application with ALL of the required documentation to:

Applications will be processed when ALL required information and documentation is provided. Applications that are submitted before they are complete will be severely delayed in the approval process.
